brake bleeding

I hope I am not posting to much, But I am working on my 75 and just keep running into things.
Just rebuilt the front brakes and cannot get any fluid to pump out of master cyc. Kit was put in correctly.
Question though. Are both the small holes in the bottom of the master cylinder supposed to be open.
Just my rear is. Thanks for the help guys
