Sounds like the resin from your gas tank is clogging your carbs.  No real use cleaning them until you get that fixed.

Weld vs. a new one is personal preference or budget.  Can you weld it, or do you have a friend that can?  Might be easier to get a cheap new one in good condition locally than it is to weld and coat.  Depends on your situation though.  You might not be able to find a cheap used tank in good condition.
