Excellent idea, only issue is that similar designs can allow the bike to fall over when being towed. I might explore the idea of use U channels for the bottom and and in front of the wheel, something that might be able to be clamped onto the tire. Then maybe one the can swing up from the bottom and cup the back of the wheel. Then strap the sucker down.
I think the reason the older units like this failed was lack of front tire support to keep it from moving.
