Depending on the coverage, it's not what your bike will do to the other car, it's what happens to you when the bike hits the other car. Insurance companies believe that motorcycles are dangerous, and people get hurt on them a lot more than when they're in cars.

They charge what they think they can charge without losing customers.  It's all in a big table/spreadsheet somewhere.
