Short to Ground Please Help

Hello everyone, Im new to this site and the world of the CB750.
I recently traded a gun for a 78 CB750F, the bike was a little rough but Im reviving her slowly. I am doing a frame off build and am at the wiring portion. My problem is that the main fuse 15A had a blown fuse and the prior owner had put a piece of foil under it to avoid future blown fuses.....Not my idea of safe.  Well I chased the short to the VOLTAGE REGULATOR (I think).  What I need to know is...

When I test for continuity on the voltage regulator I get it between ALL leads.
Black to White
Black to Green
Green to White
all have continuity with all wires removed.
Is this correct or do I have a faulty regulator.
The manual shows that continuity between white and black is good but says nothing about continuity to green which actually goes directly to ground at the coils.
any advice would be great thanks
