Sorry to hear all of that.I hope it all works out for you. I would do just like Tools said.Contact the local police in HIS area and go from there. I've ran into this a couple times with buying out of state cars. The local police is your best bet and usually the "seller" will have a reputation with them which can help your cause immensely.
