Filled it with water and it sat for about 5 hours.No leaks or wet spots. The outside underneath does have some surface rust,but nothing scaly or flaky that would cause you to suspect rust. I do not know if the petcock works or not.

Just to be clear,you were asking about the second tank,not the second picture,right? The one that still has paint on it is the one I tested for leaks.
