I had low speed shake in the handlebars, only up to 30-40mph. Finally fixed it by tightening the bearings in the steering head. They didn't have any free-play, but needed some pre-load. Get your front wheel off the ground, and see how free it is to turn the steering. It should be slightly stiff. You can go to the trouble of adjusting it as per the manual, but it is easy to just tighten it up a little.
