Yes, it is per fork.
Dexron III/IV/V ATF and fork oil have viscosity stability in common: they both maintain their viscosity, very accurately, no matter the temperature, within their operating range. You can use
Dexron III/IV/V ATF, or whatever fork oil weight you choose (5-20, typically). The ATF allegedly clocks in at 8 weight, by the way. The higher the viscosity (the higher the number), the stiffer the fork response to bumps.
Honda used
Dexron ATF because it was readily available, inexpensive (~$4/quart, today's prices), and it works. If you go with fork oil, expect to pay around $12+/quart, buying it in specialty (MC) shops.
No matter what hydraulic fluid you put into your forks, expect to replace it every two years. It does wear out, with use/abuse. It is easy to do, and it helps with traction (the forks, and the shocks, help keep the rubber in contact with the road, tracking bumps, to keep the shiny side up...) -- comfort is a pleasant side-effect.
