One large place they tend to leak is if the fuel entry spot isn't SPOTLESS. If they didn't use brasso on where the float goes in, then it's not getting a good seal.
I used a fair amount of brasso, and it seals so good I leave the petcock on and never get overflow. And I do NOT have the vacuum assist valve, I removed it.
Most likely the rubber tips are used, or that isn't very well cleaned.
How's it run otherwise?
