If its that bad coming out of the overflow, then it sounds like the bowl is already full, and the float isn't closing at all. Pull it apart and check if your float has a pinhole leak. Stick them under water for an hour, see if they get ANY water in them. If they do, they need to be replaced. They are filling with gas and pulling the valve down.
If leaking from around the bowl get the gasket replaced.
