Bike should run just based on the fuel sitting in the bowls if it's leaking through the overflow tubes.  At least for a short while anyways. I guess if it's leaking through the drainage plugs then it wouldn't have any gas at all. OPEN did say something about loose screws... Maybe a very simple problem.

Also, before throwing the shop owner completely under the bus, have you talked to him about the issue?  I know if I owned a shop that I'd be freaking horrified if something like this left my shop and I'd do the right thing and make it right.  We have all made mistakes at work.  Something to think about.
