When I used to ride my brother around, he used act like a bada$$ and rejected wearing jeans, gloves, and a jacket.  I had to pretty much force him to put some gear on or else he wouldn't ride.  The bike owner should know way more about safety than the casual passenger who is oblivious to the specific hazards.
