Probably not. If the scratches have raised edges just smooth them down so they dont try to drag on the cylinder walls. A scratch will just fill up with oil and hold it.Not a bad thing. As long as it fits the bore right and can rattle your good. It would have to be a pretty deep gouge to be a big concern.
Its best to have everything 110% when you build a motor,yet it is amazing what they will tolerate.
Looser is always better than too tight. Always.
