Valve adjustment wall

Following the FSM to the T.

Feeler gauge will not go underneath the adjustment screw. Even when completely backed out. No Clearance whatsoever. I can't figure this out. Cylinder 1 is at TDC. Anyone else ran into this issue? How did you overcome?
