Easy way to tell if you have clearance. Grab the rocker and see if it will move back and forth. If not, then turn the timing plate 1 full revolution and check again.
I'm with Re-run. You are probably on the wrong revolution with your timing. Throw out the FSM, and crank the engine over until both valves are loose. Then bring it to the TDC mark, and adjust them.
