If you have not done so, remove the spark plugs, makes turning SO much easier.
Take off the exhaust cap for #4 and turn slowly on the points cam. I know the fsm and others say not to but if you use the right socket and have the plugs removed, it is no problem.
Turn it and watch for the rocker to go down and then back up. When it is up, the valve is closed and the rocker should move and you should be able to find tdc easily.
