Stripping and painting frame

Does anyone know the best way to strip/prep and paint the frame without damaging the vin plate? I'd like to go frame up on my project but would like to keep the main ID plate. I also wonder if I'll have any issue with state patrol or whatnot if the plate is removed. I know the VIN is stamped in to the frame, but don't know if they would have any issues with the original plate being removed.

Can anyone shed some light on this for me?
