Years ago, I found an Internet article which claimed that the Washington State Supreme Court ruled, in the early 1930's, that a citizen had the Constitutional right to drive, even without a license, because the U.S. Constitution guaranteed his, "...right to the pursuit of happiness."  I don't know if it is true, but it sounds just goofy enough to have happened back then.  How times have changed...
