Insurance rules/regulations/laws vary from state-to-state, as do driving requirements.  The Fed's attempt to control certain aspects, like the State's legal drinking age, by withholding federal aid for roads, if States choose not to agree with them -- some States have actually refused the Fed's, and they have lost funding because of it.  States do have separate powers, but exercising them, can be costly.
