So you're saying the cable won't pull out or the choke wont kick on when you pull the cable out? have you checked on top of the carbs where the choke cable attaches to the carbs and see if that is freed up or if it is stuck? If it is stuck some pb blaster should get it free, then I would put some grease or some sort of lubricant on it to keep it from happening again
