When I first got my bike I thought the choke was stuck. Turns out that my friend that rode it the short distance from the shop (was there for a safety certificate) to my house didn't know that to put the choke off you need to twist it. He had just jammed it in really hard half way. He is a big dude and put his whole bodyweight into it. I needed pliers to grip it to pull it out.
