If those rubber plugs are the same as the ones on my 76 model gauges,they just pull out. They are pretty tight since that is all that holds the bulb in. If you pull them and they rip,then I didnt tell you that. If you pull them and all is well,then I did tell you that
I'd try a little lube on them and then pull kinda careful. Bulbs werent meant to last forever,they must just pull out
