I made a chain tensioner - will it work?

Alright,I found a skate board wheel. It actually has a bearing whereas I figured they just used bushings. Not much of a brearing-4 little balls per side roughly 1/16'' dia. Tiny.

So,do you think it would hold up to some serious miles-or am I back to the drawing board? My bolts are all crazy. I didnt go to the trouble of making proper studs if I end up scrapping this setup,so dont judge me too hard
