Set the float levels as described in the Clymers manual.
Use a ruler or float gauge or calipers.
The "clear tube thing" is only
AFTER you have set the float levels using the right tools.

READ THAT AGAIN PLEASE!!!
Also change the float needles and seats. They probably have not been replaced for years.
It is one of the MOST important parts of the carb.
