carb backfire . possible causes ?

#3 is backfiring thru the Carb. Actual flame sometimes. Only one doing it. Usually flames on development (in neutral)  but sneezes back at idle too. Burnt valve?  Don't think its timing since only #3 does it. What else could it be?

EDIT: "Usually flames on development" was supposed to be "Usually flames on decel"  autocorrect
