no fuel to number 1 and 2 spark plugs

hi can any one help my bike only firing on number 3&4 cylinder
no fuel getting to 1&2 spark plugs,their is fuel in carbs because when i undo drain plug
fuel comes out, when i tip a bit of petrol down spark plug hole it fires and runs until
fuel as been burnt,
