I fudge Bills of Sale all the time. I used to buy alot of stuff out of peoples fields/back yards that hadn't been titled for years. The reason they want a bill of sale is not so much to prove that the deal is legit,is for the sales tax. If they cannot find your vehicle in the KBB then the use the sold price on the bill of sale to establish the tax value. It's not about protecting the owners of the vehicles,its all about money. I have one bike titled as a Honda and another with an Assembled Vehicle title. They both cost me the same on insurance FWIW. Good luck.
