Yours sure looks cleanable to me. Spend some time Googleing "Motorcycle Tank Cleaning" there are several tried and true methods... Vinegar like shineyribs mentioned, Evaporust, Electrolosis, I've even read about Food Grade Molasis, I use a toilet bowl cleaner we have locally called "The Works" that removes rust. followed by baking soda and water to neutralize, then rubbing alcohol to dry the moisture. Coat it with some Marvel mystery oil if it is going on the shelf for a while to preserve it...
