If they are leaking any oil around the shafts then its definitely time to replace them. Even if they are not leaking, the oil may is most likely beat all to death in there just from age alone. If they still have a firm ride then they're probably OK. If they feel soft and jouncy then the oil is shot for sure.

I can't comment on progressives aon the rear,but plan to get some before spring.I can say that progressive springs in the front made a HUGE difference in the comfort level of my bike and I can honestly say it DOES handle better with them.The front tire just tracks better with them.By far it has to be one of the best $78 I ever spent on a bike.
