HONDA CB750 E

just bought a cb750E5360082 same number on right stem and engine, but can't find "E" vin designation. My California DMV thinks 1972 last reg. out of Lousiana, but wants CHP to verify. Is bike originally from Japan, for racing or bogus stamp? Bike has Bates locking shells, 4-in-1 factory, but curious why factory key switch is left of guages! thanks for any info!
