Yeah, the thingamabob is bent. It should be parallel with the other thingamabob on the arm to properly engage the arm of the choke shaft from carb #2. Even so, I can't see that causing your problem. All that might do is cause 3/4 choke to be out of sync with 1/2.

Have you checked the choke idler adjustment?
