The O-rings on that fuel inlet tube will likely leak if there's a lot of movement. Mine leaks when it drys out (like when I turn the fuel off and the bike sits for a few weeks) but they seem to swell up and seal once fuel hits them.
If the bike sat long enough for the brake to freeze like that then I imagine you'll need to rebuild those carbs so get a complete set of O-rings for the fuel rail and split the rack. There's a guy on the DOHC forum who sells O-ring sets
