I really believe you are over thinking this, all you need it a piece of 3/4" or 1" wide X 1/8" thick aluminum strip they sell at the hardware store (usually in 3' lengths). Cut a piece about 3" long and drill two holes in it, one the size of your shock stud, the other the size of your turnsignal stalk.

File or sand down the sharp coners and give them a slight radius and hit it with some mother mag polish.
Then remove the shock nut and fit this on. Now you have a hole to mount your turn signal to.
I mounted the front turn signals on my 'oldWing this same way at a bolt that was already at the bottom of the shelter (fake fuel tank) I can get better pics if you want.
