29 lbs. is 29 lbs. is 13 kg is 13 kg...  Yes, it would be the same, as long as you can hang it straight down.  The advantage of the spring scale is that you can achieve the force in any direction, independent of gravity.  If you can hang the weights properly, it will be the same.  Good luck!  Cheers!
