It is an egr of sorts. But not like you would think of in auto terms. It's just a breather cannister that would collect any oil vapors that might not make their way back into the engine. There are no real working/moving parts in there. There is a foam filter and a spring to keep the filter in place. They do have to be cleaned every once in a while as they can fill up with sludge.  You should be able to find some info on it in the FSM-factory service manual.
