I would also argue that if you have to ask, you probably only need Photoshop Elements.

Depending on what you want to do, even that might be overkill.  I have photoshop CS5 on my work computer (needed it for a few things) and honestly I end up using paint (the free one that comes with windows) much more often because all I want to do is crop, resize and draw a few lines and circles on pictures.  Paint is actually a better program for simple stuff because it is so lightweight it loads super fast and has a very simple interface.  Photoshop is very powerful, but take a long time to load and has a complicated interface.

It all depends on what you want to do with it.
