If you "Save As" multiple times, that is when the jpeg starts to degrade.

This makes sense to me, because it's a digital file.  The act of reading it should have zero impact on the file itself.  It's just a series of 1's and 0's stored on a magnet or other storage medium.  It's not like it has to obey the Heisenberg uncertainty principle where the mere fact that you observed something means that you change it .
