I'm going to take a shot in the dark here, because sometimes the simplest thing cause problems.
You said you've been tearing it down, by any chance are you in gear?
My 81 won't engage the starter unless it's in neutral or the clutch is pulled in, although all the lights work.

Just throwing it out the just in case you may not have noticed you're in gear.
It's the little things that give you the most grief.
