It's not insulting at all, thank you for the help I'm a Noob.  If I am correct, the axle clamp is what holds the axle/ wheel to the fork.  I forgot to mention that the wheel (actually the whole hub assembly) is off of the bike.  I purchased the spoke wheels from someone and was going to powdercoat and re-lace the wheels.  Unfortunately I can't because the axle will not come out.
