 It was supposed to stay on the shut of valve. It must be stuck in with old fuel varnish. Spray some carb cleaner around it with a rag wrap around the threads to catch the excess to help free it up. don't get any on the paint it will eat it up. It should pull out. Maybe a wood dowel to push on it from the top.
