MC Enterprise Bullet Lights

I ave just installed this brake light but I noticed something was not right.  It only has one wire coming from it as mos that I have seen usually have two or three.  The light does not illuminate until it is bolted to the metal fender.  I am to assume that is why there is only one wire, and the metal on metal acts as a ground.  The only problem is it stays illuminated and does not actually do anything when I hit hit the brake.  This could be a dumb question with an endless amount of answers but any suggestions would be great!
