Correct. The starter gear is in that cavity and needs the oil. Totally normal,nothing to worry about. If you ever try and read ohms through a puddle of oil you'll see that it reads the same as an open circuit-no conductivity whatsoever. Also,everything going on in there concerning the charging system is working off of a magnetic field. There's no real ''juice'' going on in there to begin with. You're all good bud.

The only things left to check now is your rectifier, your voltage regulator and all of the connections concerning the charging system. Here's a link to checking out the voltage regulator. The points inside it may just need to be cleaned. Just like your connections may just need cleaning. Good luck!
