82 CB750SC Questions

New to the forums here.  I recently bought an 82 CB750SC as a starter bike to learn on, and Im currently working on fixing up some minor things until I can take my MSF.  Two things Im looking at right now;

The Tach and Speedometer - As far as I can tell, it is stock.  I noticed that they are not backlit.  Are they supposed to be?

Tail Light - The tail light seems to only function as a brake light, should it, or any of the other lights (except the headlight) function as running lights as well?  If so, what could be the cause of them not?  The turn signals work as turn signals, and the brake light as a brake light, but nothing more?

Any assistance you guys can give is super appreciated.
