Check to make sure it isn't kinked or binding, but it might be seized.

If it is kinked or binding try rerouting it.

If it isn't kinked you might be able to loosen it up with oil etc, but a new cable is only $20...

My choke lever will not pull out even using pliers and all the muscle I can muster. I checked at the carbs and I can manually apply the choke. Is there a quick remedy or should I replace the cable?
