Throttle Cable Installation

I just installed a new set of throttle cables on my 1979 DOHC CB750L.  Can someone provide a step-by-step procedure of installation and adjustments?  

One cable has 2 jam nuts and one has only 1 jam nut. Are these suppose to be installed above or below the cable mount?  The "return" cable seems to cause the throttle to not return freely.  When I remove the cable sheath out of the mount, the throttle returns freely. Are there adjustments at the throttle control?
