It's a seal plug    part 91208-422-003.  You can put it in from the outside. just line it up straight, tap it in flush.  then use a center punch to seat it.  the punch will cause it to expand.
I just replaced one in my  81.  I got it from  Bike shop.   the size is 11.5X7.
