82-CB750F Problems Galore

Had my bike sitting for months waiting for a new clutch cable, and when I finally got around to that, I did a few other things as well. Pulled carbs off & cleaned them, re-sealed rusty fuel tank, put in new spark plugs & wrapped the exhaust... And now I've got more problems than I can count.
1. POWER/FUEL SUPPLY?: I can start it up with the choke fully out, but that's the only sure-fire way to keep it on. Sometimes I can keep it going with the throttle, but even then, it bounces around all over the place. On and off, the engine sounds like it's "clacking" on one side, but then it'll go away for a bit. I did add a carb cleaner and a fuel stabilizer to the fuel, but that shouldn't be causing this kind of problem, should it?
2. ONE CYLINDER RUNNING HOT, ONE COOL: On top of that, my second cylinder is running hot enough that in the 10-15 minutes I've had it running, it's already started burning & discoloring the new exhaust wraps. While Cylinder #1's pipe is much cooler than #3 & #4.
