Are the throttle plates completely closed with the idle screw backed all the way off? Maybe that needs to be adjusted at the synch adjustment screws. Otherwise, tha's classic vacuum leak symptoms. Get a can of starting fluid and spray it around your carb boots while idling. If you have a leak it will show you exactly where when it sucks in the fluid and the rpms will raise. Small doses is all you need. Just spurts. Don't spray a full stream. It will evaporate quickly too, so it won't hurt your paint, but I'd keep it as localized as possible just in case.
