Charging issue

OK, I'm at my witts end here. My bike has had a charging issue since I bought it last year. Since then I've gotten a new gel battery, New stator and just installed a new regulator. Still only getting 12.72+/- volts. Any ideas from the masters???
It's only illegal if you get caught.
